An ideal location for affordable housing, Dahlgreen Courts is two blocks from the red line Rhode Island Avenue Metro Station, and one block from the major thoroughfare of Rhode Island Avenue. Originally built in the 1920’s to provide affordable housing for federal government workers, the two buildings are in need of rehabilitation.
In 2009, the tenants received notice that the property was under contract to sell. Under the District’s Tenant Opportunity to Purchase Act, the tenants had the right to match the contract price. With legal counsel from the Harrison Institute at the Georgetown University Law Center, the tenants formed the Dahlgreen Courts Tenant Association (DCTA) and entered into a contract to purchase the building.
In order to preserve long term affordability of the project and avoid displacement of the residents, the DCTA partnered with MFHDC and CPM and assigned its purchase contract interest to them. In July of 2010, MFHDC orchestrated the purchase of Dahlgreen Courts. The District of Columbia Office of Housing and Community Development provided acquisition and predevelopment funding for the project. These funds will then convert to a permanent subsidy for the project.
Construction will be completed in two phases, one building at a time. Since the property is 30% occupied, all residents will relocate the one building while the other is under construction.
